Who built this, and why

ShelfStamp is built and run by one person. It exists because the federal recall data is public, free, and effectively unusable at the moment anyone actually needs it — standing in a consignment line, looking at a crib on Marketplace, or filling out a state licensing form at 7am. The databases are open. Nobody had put a camera in front of them.
